Major Water Interruption In Klang Valley from 17 - 22 Dec 2013

Please be informed that a major interruption in water supply in the Klang Valley will occur from 17 - 22 December 2013. This is due to major maintenance and repair work which will be carried out by Puncak Niaga (M) Sdn Bhd at the Selangor River Water Treatment Plant Phase 2 (SSP2). Through our inquiries we were told that SS12 - SS19 will be spared but residents are advised to take appropriate precautions and use water conservatively or store some extra water if you can.

A Reminder To All Residents About Pets

Today, about noon, we had a group of three ladies who went up to their unit in L12-22 with a dog in tow, in spite of being stopped by the security guard. The lady, who was leading the group, was apparently showing someone her unit and refused to comply. The Management later blocked her lift access card and she had to come to the management's office where she was sternly warned after she apologised for her action. She was warned that a repeat of the offence will result in a fine which will be determined by the Management. For other residents, please be aware that we will not issue a warning and a fine will immediately be levied on the offender. The pet or livestock will also be removed at the owner's expense.

Section 12.1 of our House Rules states "No livestock or animals whatsoever, with the exception of fishes in tanks, shall be allowed or kept in any part of e-Tiara. The Management reserves the right to remove any pet / livestock found with e-Tiara at the owner's expense."

AGM-6 2013

The new JMC has recently verified the minutes of our last Annual General Meeting held on 12 October 2013 in its first meeting on 16 November 2013. Highlights of the meeting:

1.  Office bearers of the JMC who have served more than three consecutive terms / years will have to give way to new members.

2.  The developer has informed us that the strata titles will be ready by the end of 2013.

3.  There will be no increase in maintenance fees this year. If there is a shortfall then an EGM will be called.

4.  There is a suggestion to reduce the high cost of our electricity bill. One of the steps is to reduce the number of lights switched on in the car parks.

5.  Our STP cannot be connected to the Indah Water system as the existing sewer line does not cater for e-Tiara and our neighbours. We thus have to maintain the system on our own. In order to do this we have submitted the necessary documentation to obtain a permit from SPAN.

6.  Members are informed that blockages and leakages to internal piping within each apartment unit are the responsibility of the owner and not the management.

7.  Lift access cards which are illegally duplicated will be confiscated and there will be a charge of RM100 for the purchase of new cards subject to approval by the owner.

8. The existing six JMC parking bays will be reduced to three reserved for JMC members. The remaining three will be marked as visitors / JMC parking.

9. There are complaints about the security guards not doing their duties properly, such as not checking on people throwing rubbish, not stopping residents from making excessive noise and not checking on illegally parked cars. A representative of the security company will be asked to attend the next AGM to answer owners' queries.

10. There is a suggestion to install more CCTVs in key areas. This will be done when there are sufficient funds.

11. A new access card system will be installed on the gym door to prevent unauthorised access to the facility. The machines will be upgraded when there are sufficient funds.

RM300 Fine For Indiscriminate Throwing Away Of Rubbish

With immediate effect, due to the attitude of some residents who do not heed the warnings about the indiscriminate throwing away of rubbish onto common areas and air wells, there will be a RM300 fine levied on those residents who are caught committing this offence. There will also be a reward for anyone who can furnish well-supported evidence leading to the apprehending of these perpetrators. Indiscriminate Parking

Residents are reminded that their vehicles must be properly parked in designated areas and within the time limit set for visitor's parking. 

Vehicles will be clamped if the following occurs:

1. If vehicles do not display the visitor's pass prominently on the dashboard when parked in the visitor's bay.

2. If vehicles parked in the visitor's bay exceed the three hour limit set for visitor's parking.
3. If visitors park their cars in the visitor's bay on the pretext of visiting our retail units but go shopping in the complexes nearby or proceed downtown.
4. If residents park in the visitor's bay instead of their own designated bay in the upper levels without reserving the parking bay and paying a monthly rental.
5. If residents park in another resident's parking bay, including reserved parking bays.
6. Parking in non-designated parking areas.

Lately, there had been two cases of owners of clamped vehicles who forcefully removed and damaged the clamps and, thereafter, drove away with the clamps. The offender will have to pay RM100 for the initial offence of illegal parking and RM500 for theft and damage to e-Tiara's property. In such cases, the person is deemed to have stolen e-Tiara's property and a report to the police will be made. Legal action will be taken against the offender if he/she refuses to return the clamp.

Recovery Of Arrears In Management Fees Under New Strata Management Act

Under the new Act 757, the management is given the authority to do the following to recover non-payment of management fees by owners:

Spot Checks On The Authenticity Of Access Cards


As security in e-Tiara Serviced Apartments is our top priority, we would like to inform all residents that, with immediate effect, we will be checking on the authenticity of the car park and lift access cards held by all residents and owners.

During the 7th Annual General Meeting, it was jointly agreed that spot checks be carried out on the authenticity of access cards used by residents. This is to ascertain if residents / owners are using unauthorized cloned cards as the use of these cards can compromise the safety measures we have implemented in e-Tiara Serviced Apartments.

Please give your fullest cooperation to the guards when they ask you for your access cards to authenticate their validity. If the access cards held by owners or residents are found to be fraudulent, the cards will be confiscated and there will be a charge of RM100 for purchase of new cards subject to approval by the owners concerned if the card holder is a tenant.

We request your fullest cooperation to make e-Tiara a safer place to stay in.

Warning On The Throwing Of Rubbish And Cigarette Butts.

                                     and Cigarette Butts.

We wish to inform residents that we have been receiving complaints from the lower units that irresponsible residents from the upper units are throwing rubbish and cigarette butts out from their windows, balcony and laundry areas into the air wells / common areas. This has resulted in pests and maggots breeding at those areas and has also caused bad odours to emanate from these areas (see attachments).

Sometimes, the rubbish that had been thrown fell inside the lower unit’s laundry area and balcony. Recently, one of the unit’s window curtains caught fire due to cigarette butts thrown down by someone from the upper floor. Please be aware that your irresponsible action has resulted in the deterioration of the cleanliness in e-Tiara and you may cause fire in someone’s unit or property due to the cigarette butts that you throw away.

Please be reminded that all domestic wastes / rubbish should be placed in non-porous polythene bags (plastic bags) which must be fastened before being thrown into the leach bins that are provided at the car park areas or at the refuse recycle room at B1 sub basement leach bins located in the Refuse Recycle Room at Sub Basement 1 (car park). All wet refuse should be thoroughly drained of any liquid and care should be taken to prevent any liquid from dripping onto the floor.

If you refer to our House Rules clause 2.18, “Nothing shall be thrown or emptied out of windows and balconies into or onto the common property.” We will take stern action against those residents caught throwing rubbish and cigarette butts out from the windows, balcony and laundry areas into the air wells / common areas.

We seek the co-operation from every resident to follow our house rules. Please be considerate to your neighbours who are living on the lower floors and are facing problems due to the rubbish that you are throwing away carelessly.

We request your urgent attention and co-operation to resolve this issue.

Annual General Meeting 2013


Notice is hereby given that all matters pertaining to the building, maintenance and management of e-Tiara Serviced Apartments Subang jaya will be discussed at the Annual General Meeting which will be held as per the following:

Date:         October 12, 2013
Time:         10.30 a.m.
Venue:        Multi-Purpose Hall, Level R, e-Tiara 
               Serviced Apartments

Please note that:

1 The quorum for a general meeting shall be one fourth of all purchasers who have paid their maintenance and management charges into the Building Maintenance Fund before October 10, 2013.

2 If the quorum is not fulfilled within the first half hour after the planned start of the meeting, members who have the right to vote (who have paid all their maintenance and management charges) and are present at the meeting will form the quorum.

All resolutions at the annual general meeting/extraordinary general meeting shall be decided via a show of hands (1 hand representing 1 vote).

4 Joint purchasers do not have a right to vote except via a proxy who is jointly nominated.

5 If there is a tie in votes, the chairperson will cast the deciding vote.

6 All arrears for maintenance and management charges must be paid by October 10, 2013.

7  In order to determine members who have the right to vote in the general meeting, arrears for maintenance and management charges are calculated until October 01, 2013.

8 Purchasers who are absent are considered to have consented to all decisions made during the meeting.

9 In the case where the agenda includes the election of a new Joint Management Committee (JMC), proxies or holders of letters of nominations only have the right to vote but cannot be elected as a JMC member.

10 Purchasers who have any resolution to discuss should submit the proposal before October 10, 2013.

Defaulters Beware

In a news portal report today, the Selangor government has proposed taking court action action against defaulters who refuse to pay their management fees. No appeals will be entertained. Encik Iskandar Abdul Samad, Exco Housing, Building Management and Urban Settlers, said that this is in line with Section 23 of the Housing Act 633, which states that it is the responsibility of owners to settle their management fees.

Defaulters List

The list of owners who have defaulted in their payments is now posted in our lifts and notice boards. The list will be updated regularly. The management is forced to take this extreme step due to owners who persistently refuse to pay their management fees in spite of repeated reminders by the management. While it is not our intention to  embarrass defaulters, this extreme step is taken to ensure that fees are paid on time.

Pool Test Result

For the safety and convenience of residents, we have carried out an analysis of the water quality of our swimming pool. This is the first time that we are doing it since the building was handed over to us. Among the tests carried out was the coliform (or Escherichia coli) bacteria content which was found to be very good. The coliform bacteria content is an indicator of the faecal contamination of the pool water. The results are posted below for your reference.



The excellent water quality is the result of responsible usage of our swimming pool by residents and proper maintenance by our swimming pool contractor. We would like to thank all residents for their cooperation in helping us maintain the excellent water quality of our swimming pool.

Attitude Of Some Residents

Our House Rules are formulated to ensure that residents use our facilities safely. For example, our House Rules do not allow children under the age of thirteen to use our gym because they may injure themselves. But there are residents who persistently flout this rule. Our CCTV capture shows a parent allowing his young son to play inside the gym.

Use of Swimming Pool

Due to safety concerns, parents are advised to accompany their children below the age of thirteen at all times when using the swimming pool.

Children under the age of six are not allowed in the adult/main pool but should only use the children's pool. They should also be accompanied by their parents at all times.

The management does not provide any life guard and the use of the swimming pool is at the parents' own risk.

New Car Sticker - 2013 - 2014


We would like to inform you that the new eTiara car sticker for 2013 – 2014 is now available for you to pick up at our e-Tiara management office.

The car sticker will cost RM5.00 per sticker beginning from 22/01/2013. RM10.00 will be charged for replacing any lost car sticker.

Resident’s vehicle(s) without a valid car sticker for 2013 – 2014 will not be allowed to enter the premise and car park floors.

Land Earmarked For Development Under The SJCC

The Tenaga Nasional sub station currently sits on the land behind eTiara. It will be relocated, including the huge pylon.

Lift Access Cards Limit

We have received complaints by owners that they cannot purchase additional lift access cards for their new tenants because of the limit on 4 cards per unit. Please be aware that we inherited the card system which was set up by the developer when we took over the management of eTiara. The 4 card limit was set because of the maximum occupancy limit, i.e. 4 persons, which was deemed ideal for the units in eTiara.

Rental Agreement For Use Of Common Areas

Due to the many problems faced by the Management on the spaces in the common areas rented by tenants/owners of retail units, it has been decided with immediate effect that all tenants/owners of retail units wishing to rent spaces in the common areas will be required to sign a formal rental agreement with the Management. The formal agreement will state the conditions and penalties for the rental of the spaces in front of their retail units. Failure to abide by the terms of the rental agreement will result in a minimum fine and/or withdrawal of the permission for the retail unit to use the space.
