Subang Jaya City Center

eTiara will sit next to the next big development project to be carried out in Subang Jaya called The Subang Jaya City Center which will cover a large area behind us stretching to the Empire Gallery. Briefing on the project will be carried out by the developer on 7th January 2013 at the MPSJ main building. Construction is scheduled to begin on June 2013.

Sime Darby is planning to give its oldest and most famous township, Subang Jaya, a city centre in what it calls an urban renewal effort. The Subang Jaya City Centre (SJCC) will feature commercial buildings that sit on several acres of land between the Subang Parade-Carrefore shopping complexes and the KTM railway tracks.

The TNB substation that occupies four acres of land at the proposed site will be relocated. Sime Darby says that it is in talks with Prasarana, the owner of the Kelana Jaya LRT to integrate with KTM at SJCC. It also said that there will be a lot of skybridges at the SJCC so that the public can easily access buildings without having to venture onto the roads.

Use Of Common Areas

Owners/tenants of retail units are reminded that the common areas and the corridors are not to be used for any function or retailing purposes. Action will be taken against owners/tenants who do not comply with this directive. This directive includes the placement of kiosks or any other machines for retailing purposes.


Please refer to the following House Rules

"1.2 The House Rules are formulated to serve as a guideline which govern the occupation and usage of e-Tiara. All occupants and guests in e-Tiara shall be bound by these rules. It is the Management’s desire to create awareness among all occupants to achieve the common goal of comfortable life in a peaceful environment of communal living. The cooperation of all occupants in complying with all the rules and regulations are required.

1.3 The full authority and responsibility for the enforcement of these rules lie with the Management. House Rules may be amended by the Management from time to time. 

2.2 The retail units are for commercial purposes only and shall not be used for private dwelling or any other purpose. The tenants shall use the retail units for retailing purposes only and shall not permit or offer anyone to use the same or any portion thereof for any other purpose. The tenants shall not make any immoral, offensive or unlawful use of the said retail units. All rules and other regulations herein contained in bylaws, zoning ordinance and the regulations of all governmental bodies having jurisdiction over the retail units shall be observed. Violation of rules, regulations, bylaws, law orders or requirements of any governmental agency shall be rectified by the party concerned and they are obliged to do so at their own expense.

2.3 Tenants of retail units are not allowed to place furniture or other objects in the common areas, especially corridors, without prior approval from the management. The management reserves the right to remove any object which may interfere with the free passage of corridors during emergencies or pose a hazard to other tenants or occupants of e-Tiara at the cost of the tenants concerned."

Noise From LRT Construction

Lately, a lot of residents have been complaining about the noise which seem to come from construction work within our building. The source of the noise is actually from the piling machines at the back of our building where Prasarana is at present constructing the LRT line connecting to Subang Jaya.

Owners, Please Monitor Your Units

To all owners,

We have received numerous complaints from owners that they have been cheated by errant property agents or the agents have mismanaged their units. We have also received complaints of tenants leaving their units suddenly without paying their rent. There have been cases also of property agents cloning the original lift access cards and providing these illegal cards to new tenants. Please note that the management is not responsible for any of these problems faced by owners as these are private arrangements made between owners and the tenants or property agents. It is also not within our scope of duty to take action against any of these people.

Our advice to owners is that they should monitor their units and their tenants as well as seek the services of reputable property agents.

Notice To All Business Agents

All security personnel and employees of eTiara are prohibited from soliciting or receiving any payment, rewards or incentives of any kind from housing agents, contractors or other agents who conduct their business in eTiara. Any person caught doing so will be permanently barred from conducting their business in eTiara.

Re-registration of Lift Access Cards

To all owners and residents,

Please be informed that all residents and owners are required to re-register their lift access cards due to the large number of cloned and dormant cards. Residents and owners will be informed through notices pasted in the lifts and on the lobby notice boards when the exercise begins. Those residents who fail to re-register their cards after the stipulated periods will not be able to access their units.

Last night, at about 11.20 pm, a group of residents were making a lot of noise near the poolside and playing with the fire extinguishers. The residents responsible were a group of students studying in a nearby college celebrating a friend's birthday. They have been identified and fined.

Gym faux pas

We have a complaint from a resident that residents who use the gym are not practicing proper gym etiquette. The following link describes some of the faux pas commonly encountered. We will be implementing some rules shortly.

 1. Do not use machines such as treadmills too long as others may want to use them too.
2. Use all equipment properly to avoid damaging them. 
3. Dry your sweat and avoid dripping on the floor or equipment.
4. Do not rest on the floor or against equipment if you have not dried yourself.
5. Do not play loud music while you are exercising as the noise will disturb others. Use earphones.
6. Report any damage to the equipment immediately.
7. Switch off all lights and air-conditioning before you leave the gym.

I recently came across a shop in Subang Jaya that offers access card duplication services. The name of the shop and its location is not revealed to prevent unscrupulous people from using its services. What this means is that potential thieves/illegal tenants can duplicate your access cards and cause problems to you and the management.

New Strata Management Act


The Building and Common Property Maintenance and Management Act 2007 will be replaced with the Strata Management act, in 2012.
The new act seeks to improve the management and maintenance of strata buildings involving a large portion of the residents as members of the Joint Management Body, instead of the developer.
The Strata Management Act also attempts to resolve problems such as the non-payment of management fees by owners and not taking repair and maintenance as a priority.
The new act will also enable the strata titles to be issued at the same time as the signing of the sales and purchase documents.

Warning to all residents

While we endeavor to ensure security in eTiara, we can only do so much. We can prevent burglaries if you, as residents, take the following precautions:

(a) Put a good padlock on your front door grill. It should be one that has a hardened shackle and is Allen key proof.
(b) Keep all doors and windows securely locked before you sleep, if you oversleep in the morning and each time all of you leave your unit.
(c) Change the padlocks especially if your unit has been rented out before.
(d) If your apartment mates have different work/lecture schedules than you, make sure that each person securely locks the apartment before leaving.
(e) Keep your valuables (such as wallets, laptops and mobile phones) in a secure place each time you retire.
(f) Be wary of residents staying on the same floor as you who act suspiciously as many of the thefts had been committed by people staying on the same floor as the victims.

Small steps you take to prevent theft can reduce the chances of your apartment being burglarized.

Storm Havoc

Last night (13 September 2012) strong winds lifted one of the zinc roofing and slammed it against the Astro satellite dish located at level 12B. The satellite dish was damaged, including the amplifier unit. Repairs are currently being carried out.

Attention All Property Agents

Due to the recent break-ins and security issues in e-Tiara, ALL AGENTS, CONTRACTORS and VISITORS are required to register at the Security Control Room before being allowed entry.

To all property agents,

Please be informed that the following procedures will be implemented with immediate effect to improve the security in e‐Tiara Serviced Apartments and Retail Units.

1. Agents are required to register with the guard at the Security Control Room and obtain a visitor’s pass before entering any of the e‐Tiara service apartments managed by them.
2. Agents should advise new tenants to secure their front doors and grills with new locks as well as implement appropriate precautions to prevent break‐ins prior to occupying their unit.
3. Agents are required to inform the Management when there are tenant(s) moving in / out of the units they are managing and to submit the form at least a day before the actual moving in / out of the tenant(s) to the Management Office. A copy of the form will be given to the Security Office for monitoring purposes.
4.Tenants must be properly registered by owners of the units or by agents managing the units on behalf of owners and a copy of the tenancy agreement must be submitted together with the occupant(s) registration form.
5.Agents / owners are advised to inform their tenant(s) on the usage of the intercom system in their unit as a means of communicating with the security guards in cases of emergency.
6. Tenants are not allowed to apply for new lift access cards on their own without prior permission from the owner. Issuance of access cards is subjected to strict regulation by the Management.

Main points from the AGM 2011 which was held on 1st October 2011


1.  Dr. Chan informed the floor that the Strata Title has been approved and it is in the final stage. Once the Title is ready, the developer will send a notice to all owners to collect their respective titles.


2.  Dr. Chan explained that it is the duty of the owners to take responsibility for the water meter charges billed to their property. The management will not be held responsible if the tenants refused or did not settle the water charges.


3.  Owners must provide their tenant’s details to the management office. Tenants not registered with the management office will not be entertained. This clause will be added to the House Rules.


4.  A maximum of 2 (two) persons only are allowed in each room for single persons or bachelors with the exception of families with children. This clause will be added to the House Rules.


5.  Mr. Yeoh (of APM) announced that penalty for vandalism caused by the residents will be a minimum of RM500.00 if the cost of repair is below RM500.00 and if the cost of repair is above RM500.00 the penalty will be the same as the cost of repair. There was no objection from the floor on the vandalism penalty and it will be added to the House Rules.


6.  Mr. Yeoh informed the meeting that pets are not allowed in the e-Tiara compound and it’s already written in the House Rules.


7.  Dr. Chan announced that with effect from January 2012 the service charges will increase from RM0.27/sq. ft. to RM0.32/sq. ft.


8.  Madam Lim (L03-12A) complained about  rubbish being thrown at the lift lobby by the residents at Level 3. She suggested that the rubbish bin near the lift be removed to overcome the problem. In addition, she added that notices be put up to warn residents not to throw rubbish at the lift lobby and to  compound the wrong doers. Dr.  Chan informed the meeting that notices had already been placed on the notice boards inside all the four lifts.  (Note: Currently CCTVs are being installed at all floors to monitor this situation and action will be taken against offenders).

Cloning of Lift Access Cards

With the digital age, almost anything is possible. It has come to our attention that some tenants are illegally cloning their lift access cards from a facility in Subang Parade, Subang Jaya. We have yet to identify the outlet but have caught some foreign students with these cloned cards when we disabled them through offences they committed and found that they had the same ID code in our system.

So, owners be aware. too.

Warning To All Owners

This afternoon (2nd September 2012), I assisted an owner of e-Tiara resolve issues with some illegal tenants. The original tenancy agreement was with a student from China who was studying in one of our nearby colleges. The student card below has been blurred for obvious reasons.


The student evidently has great business acumen in that he rented four units in e-Tiara and had sublet his units to other foreign students/nationals. He even walled up the hall of one unit so that an extra room could be created and thereby increase the number of sub tenants. One major issue the JMC would like to bring to owners' attention is that this particular owner had not checked on her unit and left all renting to a property agent - to her peril. When she demanded that the illegal tenants leave, they refused and the matter came to the attention of Meilah and myself.

This afternoon I managed to persuade the last illegal tenant to leave and the unit was handed back to the owner.

 As always the JMC had to be burdened with the task of resolving issues after owners commit mistakes in managing their units. While many owners are very good at managing their units, there are others who still entrust the task to property agents. To the last group - please check on your property from time to time.

New Security Measure

The registration of visitors who enter by car has already been emplaced. At the suggestion of our security company, we are now registering those who walk into our apartment block. Please be informed that:

1.  The quorum for our AGM shall consist of 1/4 of all owners who have paid their maintenance and management charges (designated herein voting members) before 23 September 2012.
2.  If the required quorum is not met within the first half hour after the start of the meeting, voting members who are present shall form the quorum.
3.  All resolutions shall be decided via a show of hands and each voting member is only allowed a single vote.
4.  Joint purchasers will not be allowed to vote, except when nominated as a proxy or are holders of letters of nomination.
5.  If there is a tie during the voting process, the Chairperson shall have the right to cast the deciding vote.
6.  Owners who are absent during the AGM shall be considered to have consented to all decisions made during the meeting.
7.  If an election of a new Joint Management Committee (JMC) is held, proxies or holders of letters of nomination can cast their vote but cannot be appointed to the committee.

Just to share with you how creative some crooks are in extorting money from you, They will throw themselves on top of your car bonnet and try to extort money from you for "hurting" them. See the embedded Youtube video below. While the incident did not occur here there could be copycat scams already in the pipeline for some crooks. So beware!

Yesterday, on 15 August 2012, the JMC discovered that our blog materials were plagiarized by a student from a private college who used the materials to construct her/his web site. The student's work was posted in one of the college's web page for evaluation purposes by their lecturers.

In the picture above, the college's web page and other students' work have been blurred and the college's name has been removed to protect those concerned, . However, the work of the student has been highlighted for your reference.

While we support the efforts by students to improve their skills in their course work, we do not appreciate them lifting materials from our blog and using the name of the JMC in their work without prior permission. It is also not appropriate as the web site could be accessed from the Internet and will cause confusion to our residents as the two web sites contain conflicting materials. The link on "For Rent" will be misconstrued that the JMC is acting as a property agent which is not our role.

Owners of properties in e-Tiara are reminded to check on their tenants from time to time as we have a reported case of a tenant who had sub-letted the unit to other occupants without the owners' consent and had even modified the premises to illegally accommodate additional tenants.

Owners who had entrusted their properties to agents should also check on their properties to ensure that their properties are properly managed.

Please note that the Management is not a property agent and we do not rent out units on behalf of owners.

Schedule of Charges / Fines in e-Tiara


(Effective from 1st January 2012 and subject to revision from time to time)

1. To ensure proper control of security and access without inconvenience, all residents must apply for a lift access card at the Management Office. A maximum fee of RM 50.00 per card shall be charged.

2. Loss of lift access cards should be reported immediately to the Management Office. A maximum fee of RM 50.00 per card shall be charged for replacement when accompanied by a police report. .

3. A minimal fee of RM150 for the pool area and RM200 for the multipurpose hall and a refundable deposit of RM500 (to be determined from time to time by the Management) will be imposed on private parties to be held in the mentioned areas to supplement the additional usage of utilities by guests.

4. A non-transferable car sticker and access card shall be issued for each parking bay. Each car sticker shall be charged a fee of RM5 which will be determined by the Management and will be renewed every year. Each car park access card will be charged a fee of RM50 or as determined by the Management. The car sticker is to be displayed prominently on the front windscreen at all times for identification and to avoid any embarrassment of being clamped. No sticker/car park access card will be issued to those in arrears of service charge or other dues.

5. Occupants wishing to rent supplementary car parks will be charged a monthly rental fee of RM90 which will be determined by the Management and subjected to a half yearly renewal.

6. Vehicles are to be parked at their designated bays. The occupant whose designated parking bay is wrongfully occupied by another vehicle is advised to report to the security guards. Any vehicle parked in an area other than the designated parking bay will be towed away or clamped at the vehicle owner’s expense. A fee of RM50 will be charged for release of the clamp.

7. A sum of RM 2,000.00 is to be deposited with the Management prior to commencement of renovation works to ensure that the works are carried out in a proper manner, the renovation wastes disposed off in an orderly manner and the common area kept clean at all times.

8. A rental of RM250 will be charged for the use of the Multi-purpose Hall. A refundable depositi of RM500 will also be charged for security purposes. Payment must be made on confirmation of the reservation. A penalty fee of 50% of the rental charges will be imposed should there be any cancellation without any prior notice to the Management

9. Rental of RM1.00/sq.ft will be imposed on the use of the corridors / walkways.

10. Tenants to retail units are allowed to park their commercial vehicles or lorries at the open car park area and will be charged a rental of RM150 per parking bay. Only small commercial vehicles are allowed to be parked in these areas and are subjected to approval by the Management.

11. The penalty for vandalism caused by the residents will be a minimum of RM500.00 if the cost of repair is below RM500.00 and if the cost of repair is above RM500.00 the penalty will be the same as the cost of repair.

12. With effect from January 2012, the service charges will increase from RM0.27/sq. ft. to RM0.32/sq. ft.

13.  Residents who breach security rules as laid out in the House Rules will have their lift access cards deactivated. A reactivation fee of RM30 will be imposed.

14.  Residents/owners who defaulted on the payment of their management fees will have their lift access cards deactivated and a similar RM30 reactivation fee will be imposed.

Misconduct by African Tenants at Level L01-12B


On several occasions, we have encountered some African tenants staying at Level L01-12B (as seen in the pictures) breaching the house rules by bringing into e-Tiara premises shopping carts / trolleys from the adjacent shopping mall. On these occasions, the security guards tried to stop them. Unfortunately, the Africans ignored all attempts to prevent them from doing so.

On July 03, 2012, between 20:50 to 21:17, they repeated the same offence. This time, they totally ignored the instructions given by the security guards and brought the trolley into their apartment. Not only that, they had the gall to leave the trolley at the Basement Car Park (B1) filled with rubbish as can be seen in the  CCTV images.

We have put up many notices and signage at strategic locations in e-Tiara to inform residents not to bring trolleys into e-Tiara as they will block passages and lifts and inconvenience other tenants or residents. However, this group of tenants just ignored the rules. They even argued with the security guards and acted aggressively whenever the security guards tried to stop them.


We do not need such people in e-Tiara.

Mail Boxes

To all residents and tenants,

Mail boxes are provided for the convenience of residents so that residents can receive their mail safely and their contents are free from prying eyes or vandalism. Unfortunately, there are some residents who do not value this convenience by:

1.  Leaving their mail boxes unlocked;
2.  Not collecting their mail; and
3.  Leaving their mail on top of the mail box area.

Please note that the management will not be responsible for any loss of their mail if residents adopt a lax attitude towards the safety of their mail.

Eating and smoking in the vicinity of the swimming pool

To all residents,

Many residents are still not aware that they are not supposed to smoke or eat in the vicinity of the swimming pool. The covered area is meant for residents to relax but not to have their lunch or dinner there.

Please be informed that our House Rule 8.17 states "Smoking and the consuming of food and drinks are not allowed in the pool and in the immediate pool deck area."

Noise at poolside after 10.30 pm

To all owners and tenants,

Lately, we have been receiving complaints from owners and tenants about people partying at the poolside during the late hours of the night. The noise is disturbing other people occupying units near the poolside. Some of these people were even drunk and behaved in an inappropriate manner. Please be informed that no activities are allowed around the poolside after 10.30 pm according to our House Rules and people using the pool area should be considerate at all times so that they do not disturb others. They will be removed from the area by security guards if they refuse to comply.
